This is borderline OOPE material, but I'll bite. The difference between them, is CQ is never going to change, and Star Citizen will constantly develop. Do not, however, confuse my comment with me liking either. They are both utter horse crap.

As far as I am aware, the new intel 4000 gfx are actually not that bad. Certainly as far as logging in for your needs are concerned, it will do fine. As for laptop idea, I always say, dont skimp on the cpu, and if you can get a dedicated gfx card...
